The Norwin School District provides a Free Appropriate Public Education (FAPE) to exceptional learners. In order to be considered an exceptional learner, the child must meet certain criteria including being of school age and requiring specially designed instruction. Additionally, they must meet the eligibility criteria for one or more physical or mental disabilities as outlined by Pennsylvania State regulation: Autism; Deafness; Deaf-Blindness; Emotional Disturbance; Hearing Impairment; Intellectual Disability; Multiple Disabilities; Orthopedic Impairment; Other Health Impairment; Specific Learning Disability; Speech or Language Impairment; Traumatic Brain Injury; and Visual Impairment including Blindness. Norwin School District recognizes the importance of providing appropriate educational opportunities for students with disabilities. By offering specially designed instruction tailored to meet the unique needs of each student, the district aims to ensure that all exceptional learners have access to a quality education.

Our commitment to the least restrictive environment (LRE) for each student is to ensure that Individualized Education Program (IEP) teams begin with the general education setting, with the use of Supplementary Services, before considering a more restrictive environment. Inclusive education describes the successful education of students who have IEPs with the appropriate supports and services to participate in and benefit from general classroom settings and other natural environments. LRE implies more than just the physical proximity between students with and without disabilities.
